There are already many tools for creating video from text--free trials with Synthesia and Pictory can give you an idea what is out there, and there are lots of other choices, depending on your needs. You can pretty easily create videos with avatars delivering text you create in a language of your choice in different backgrounds/settings and music.
But on February 15, Open AI released an announcement and demos for Sora, which took "text to video" to a completely new level--I have copied some samples below (and one at top right on the home page) to get you started, but you really need to click on the link to appreciate the ease of use and quality of output of Sora. Open AI is developing "guardrails" to safeguard privacy and other safety precautions before releasing it to the public and a release date has not yet announced, but is expected for later in 2024.
ElevenLabs has also announced, and posted demos (again, one is at bottom below) showing, that its tools will be able to add AI-generated audio to go with video created in Sora.
The reaction to the demos of Sora was generally awe on the same scale as the release of Chat GPT in November, 2022--though more people were paying attention and reacting immediately in the case of Sora. Probably the most publicized reaction was that of entertainment mogul Tyler Perry, who announced that he is halting plans to build an $800 million expansion of his studio, fearing it might make studios obsolete.

All video at right was created in Sora based solely on text prompts like those above and all audio content was created using ElevenLabs AI voice generator. Neither is available to the public yet, but both are coming soon.
